Syracuse, NY – United States Army and Air National Guard servicemembers from across the state of New York attended a five-day joint task force staff training course at Hancock Field Air National Guard Base in Syracuse NY, Nov. 18-22.
The course, which was taught by a mobile training team from NORTHCOM, instructed the participants in the joint planning process while reinforcing interservice coordination during domestic operations (DOMOPS).
The joint planning process, commonly referred to as JPP, is defined by Joint Publication 5-0 as “the deliberate process of determining how to use military capabilities in time and space to achieve objectives while considering the associated risks.”
“This course is an introduction to and provides some details on how to operate as a joint staff,” said U.S. Army Maj. Joshua Walsh, a mobile training team instructor with the NORTHCOM training division. “It is very much tailored to the guard, primarily because we focus on domestic operations, what's called National Guard civil support.”
Though the Air and Army National Guard’s are reserve components of their respective active-duty services, they also have a state mission and can be mobilized by the governor to assist during a wide range of DOMOPS.
In New York State, National Guard troops are currently serving on state active duty with Joint Task Force – Empire Shield and the ongoing asylum seeker mission.
In the event of an emergency, New York State Governor Kathy Hochul can swiftly mobilize National Guard personnel and equipment to respond, most commonly for severe weather-related emergencies.
During many of these activations, Army and Air National Guard members found themselves working side-by-side, highlighting the importance of joint coordination.
“If you look at any of the disasters that happen within the United States when the National Guard is involved, it is typically always a joint operation. You'll have the Air and the Army National Guard’s coming together as a joint entity, or a joint task force,” said Walsh. “It's important to start putting in place processes and planning procedures so that we're not trying to figure everything out after the disaster has happened.”
The five-day course was split into two phases. Phase one focused on mission analysis and phase two focused on course of action (COA) development.
During the course, the participants worked in breakout sessions while conducting mission analysis and developed several COAs in response to a practice scenario developed by the course instructors.
“I think it’s a great experience to learn the different DOMOP capabilities we have,” said U.S. Air Force Maj. Spencer Jordan, the flight commander for the 138th Attack Squadron, 174th Attack Wing, New York Air National Guard. “We’re right there with civil authorities, state and federal, so it’s important to understand that relationship between all three.”
“I think this course is essential for ensuring mission success and joint operations with our other branches and partner agencies,” said Jordan. “We do things differently, the Army and the Air Force, so, it’s neat to see the integration between both forces coming together and solving a problem.”
