The Army Desktop and Mobile Computing-3 (ADMC-3) acquisition vehicle has been redesignated as a best-in-class (BIC) solution for fiscal year 2025, solidifying its role as a cornerstone in the Army’s efforts to streamline IT procurement and drive cost savings when buying hardware for everyday office use. This recognition highlights the program's success in meeting rigorous standards of efficiency, effectiveness and compliance with category management principles.
What Does BIC Mean?
Best-in-class solutions are vetted government-wide acquisition vehicles that demonstrate superior value and performance. They are specifically designed to reduce duplication, achieve pricing efficiency and promote strategic sourcing. The BIC designation assures stakeholders that ADMC-3 meets these stringent benchmarks, providing a trusted avenue for acquiring commercial off-the-shelf (COTS) IT hardware and services.
Annual Evaluation and Review
The annual redesignation process is comprehensive, evaluating the program’s operational performance, strategic alignment and adherence to category management principles. This includes assessing the solution’s ability to:
standardize IT procurement processes across government agencies
streamline acquisition cycles
promote small business participation
and achieve cost efficiencies through economies of scale
For ADMC-3, this redesignation reaffirms its value and success in meeting the evolving IT needs of the Army and the federal government while aligning with mission-critical objectives.
Detailed summaries and action plans from the evaluation process are available on the Acquisition Gateway for review. These resources provide insights into the metrics used during the assessment and outline strategic initiatives to ensure continued excellence in the program.
What’s Next for ADMC-3?
As a BIC solution, ADMC-3 will continue to serve as a model for future acquisitions. The focus remains on fostering innovation, increasing operational efficiency and ensuring cost-effective access to critical IT resources. This redesignation also opens new opportunities for expanding the program’s capabilities, addressing emerging technology needs and further enhancing the user experience.
A Collaborative Achievement
The success of ADMC-3 as a BIC solution is a testament to the collaboration between PEO Enterprise, the Army Contracting Command – Rock Island (ACC RI), the Army Information Systems Engineering Command (ISEC) and industry partners. Their collective efforts have ensured the program’s ability to adapt to changing requirements while maintaining a commitment to excellence.
