U.S. CENTRAL COMMAND AREA OF RESPONSIBILITY — Academics Week as the first phase of Exercise Eagle Resolve 2025 (ER25), hosted by Qatar, has concluded, leaving a strategic blueprint for enhancing regional security and strengthening partnerships among U.S. and Gulf Cooperation Council (GCC) nations.
The opening phase emphasized intellectual collaboration, simulation-driven learning, and operational cohesion, all underscoring the collective commitment to addressing evolving regional challenges. At its core, Academics
Week aimed to establish a unified foundation for multi-national collaboration.
“The intent is for us to come together and establish a basis to build on,” said U.S. Army Lt. Col. Anna Sweat, lead planner of Eagle Resolve 2025. “We all have different backgrounds, so bringing in different perspectives and feedback allows us to feed off each other's experiences.”
By creating a shared operational language and refining joint strategies, this phase ensures participants can approach crisis management with greater precision and effectiveness.
“Academics is an essential element of preparation when exercising with partner and brotherly nations from the region,” said Qatari Armed Forces Staff Brig. Gen. Hamad H. Al-Nabet, director of Exercise Eagle Resolve 2025. “These multinational trainings allow participants to develop as a team while achieving a mutual understanding of the exercise objectives and develop a combined operational plan to execute orders and attain mission success.”
The week began with the “Road to Crisis” briefing, where participants explored crisis management strategies tailored to regional threats. This collaborative event honed multi-warfare capabilities, fostering a unified approach to counter shared challenges.
Central to academics was the Joint Operations Planning Process (JOPP), an essential framework for developing robust plans and efficiently managing resources. Delivered by leadership from the Qatari Armed Forces, the JOPP training highlighted the importance of coordinated planning in ensuring operational success. Lt. Col. Sweat emphasized the value of this session, noting its role in bridging diverse military approaches.
Another critical component of the training focused on Information Operations (IO) and Key Leader Engagement (KLE). These sessions highlighted how effective communication aligns operational objectives,
strengthens partnerships, and bolsters mission success. Participants gained strategic insights into public affairs, IO, and KLE, reinforcing their significance in cultivating trust and achieving long-term goals.
The U.S.-led lecture on Integrated Air and Missile Defense (IAMD) underlined the importance of seamless communication between the components. By integrating advanced systems and promoting interoperability, the training reinforced the role of IAMD in safeguarding regional airspace.
The Academics Week concluded with simulation exercises designed to apply theoretical knowledge to practical scenarios and the presentation of orders to ER25’s U.S. and GCC military senior leaders. The hands-on activities allowed participants to test equipment, refine operational strategies, and enhance communication systems in preparation for the culminating event of ER25, a Field Training Exercise, or FTX.
“The objectives and desired outcomes of the training have been achieved and the simulation provided participants with an idea of a real-world crisis,” said Brig. Gen. Al-Nabet. “They will use the training to act upon and solve the crisis.”
As the 17th iteration of Exercise Eagle Resolve continues, Academics Week highlights the enduring partnership between the U.S. and GCC nations. It serves as a testament to the collective commitment to fostering
interoperability, enhancing regional security, and addressing shared threats through unified efforts.
For Brig. Gen. Al-Nabet, Academics Week and ER25 boils down to one, all-important point. “It’s to achieve stability, security and global prosperity in the region,” he said.
