SOUTH CHINA SEA – The Navy implemented a new policy in June 2024 allowing commanding officers to recommend Sailors for advancement if they agree to serve additional time at sea.
The policy, known as Command Advance to Position (CA2P), is part of the Navy’s initiative to bolster billet-based advancement in exchange for the opportunity to promote.
“For some Sailors, they have a difficult time advancing due to the lack of advancement quotas,” said Navy Counselor 1st Class Ursula Oyerbides. “This program gives Sailors the opportunity to request to stay at their current duty station and advance to the next paygrade, if eligible. It can benefit Sailors who would like to stay in their current location or also make more money.”
According to MyNavyHR, commanding officers can recommend a Sailor by submitting a manning realignment request on the MyNavy Assignment website for those more than 12 months out from their projected rotation date (PRD). For Sailors within 12 months of their PRD, commands may submit CA2P requests via email to their respective PERS-4013 Placement Coordinator.
Eligibility requirements include two years of cumulative sea duty, passing the most recent Navy-wide advancement exam or rating knowledge exam, and being recommended for advancement on the most current evaluation. Nuclear rates are not eligible for CA2P.
“We have a checklist that outlines the requirements for a Sailor to be eligible,” said Oyerbides. “Our Activity Manning Manager (AMM) sends out a listing of the vacant billets to the DLCPOs so that they can determine if they have any eligible Sailors to fill the billets.”
Sailors who have previously advanced to E-5 through CA2P must agree to an additional two years of service on top of the current tour length to promote to E-6.
CA2P will eventually replace the meritorious advancement program (MAP), which allows Sailors to advance in paygrade without agreeing to additional time in service. The replacement is expected to be in effect in the next two years according to NAVADMIN 111/24.
Other efforts aimed at targeting billet-based advancement include the Detailing Marketplace Assignment Policy (DMAP) and the senior enlisted marketplace, which are both aimed at filling shortages as sea with paygrade or monetary incentives.
“The program gives Sailors who are already performing at sea the opportunity to make an enhanced career decision that will benefit both them and the fleet,” said CMDCM Chaddrake Lavallais, Vinson’s Command Master Chief.
According to MyNavyHr, DMAP applies to Sailors who complete a four-year apprentice (E-4 and below) sea tour followed immediately by a three-year journeyman (E-5) sea tour. Certain sea-intensive ratings (ABE, ABF, ABH, AME, AO, CS, DC, EM, IC, GM, GSM, MM, QM and RS) are eligible for benefits if they sign for another three-year journeyman sea tour as an E-5, including up to $800 in incentive pay. Sailors wishing to use CA2P, but are not part of a DMAP rating, are not eligible for these incentives.
Sailors in ratings eligible for sea duty incentive pay may still apply for that benefit.
