JOINT BASE PEARL HARBOR-HICKAM, Hawaii — Pacific Commercial Services, Inc., based in Kapolei, Hawaii, has been awarded a $12,253,852 indefinite-delivery/indefinite-quantity contract for environmental waste management services, effective Jan. 30, within the Naval Facilities Engineering Systems Command (NAVFAC) Hawaii area of responsibility.
"Effective environmental waste management is not just a regulatory requirement, but a crucial responsibility in safeguarding our ecosystems, preserving public health, and ensuring the sustainable future of our communities,” said Dennis Chang, NAVFAC Hawaii Environmental Services. “This contract exemplifies the commitment to the highest standards of environmental stewardship, addressing a wide range of hazardous materials in accordance with stringent regulations to protect both local and global environments."
The services provided under this contract include, but are not limited to, environmental management and operations for the final disposal of various types of environmental waste. This includes:
• Regulated waste: Characteristic waste (ignitability, corrosivity, reactivity, toxicity), F-listed, P-listed, U-listed, and K-listed materials.
• Non-regulated waste: Universal waste, other waste controlled under the Toxic Substance Control Act (TSCA), such as polychlorinated biphenyls (PCBs).
• Industry-specific waste: Compressed gas cylinders, antifouling firefighting foam, and other hazardous materials.
These services will be conducted in full compliance with all applicable local, state, federal, and U.S. Department of Defense regulations.
The contract was awarded through a competitive procurement process via the Procurement Integrated Enterprise Environment (PIEE) solicitation website, with one offer received. The work will be performed at various locations across Oahu, Hawaii, with completion expected by November 2029. NAVFAC Hawaii based at Joint Base Pearl Harbor-Hickam, Hawaii, serves as the contracting authority.
