Marines from II Marine Expeditionary Force (II MEF) and II MEF Information Group came together for an Information Warfighter Exercise (IWX) from February 21-28, 2025.
IWX was an exercise hosted by II MEF and conducted by Marine Corps Information Operations Center (MCIOC). The exercise focused on training participants to understand how to affect the decisions and behaviors of a target audience. The exercise was a scenario-based wargame that presented the participants with a high north concept of operations plan scenario.
IWX developed the organization and different employment constructs of II MEF. At the same time, it provided a more capable all-domain effects generating center. These generating centers are highly effective military command and control hubs that coordinate operations across all warfighting domains: land, air, sea, space, and cyberspace. This exercise enabled U.S. Marines to better support II MEF effects planning and generate combined effects against adversaries.
“When we have opportunities like this, we’ll learn that what you do, what you bring to the table, and how I can contribute not only to my own mission, but to yours,” said Maj. Rafael Benitez, the non-lethal effects planner for the II MEF fires and effects coordination center and the overall lead for the exercise. “The challenge is bringing everyone together and making sure that we all know what we bring to the table and how we can help each other.”
The exercise was designed and executed in a way that allowed the participating Marines to use their knowledge to combat the enemy and influence the target audience. The exercise fostered an atmosphere that stressed professional knowledge and development, exchanging of ideas and tactics, techniques, and procedures, and improving information environment planning.
“[II MEF] is demonstrating our readiness and capabilities in the form of...working with MCIOC,” said Maj. Rafael Benitez. “We’re demonstrating... our ability to bring subject matter expert teams from outside of the MEF, into the MEF. That way, we can develop our mission essential tasks and training objectives.”
As the exercise ended, the Marines were taught how to enhance interoperability between information and influence operations planning among U.S. military branches. II MEF command element is positioned to plan and coordinate the creation of all-domain effects in support of their training objectives.
