MARINE CORPS BASE CAMP BLAZ, GUAM – The protocol section at Marine Corps Base Camp Blaz is the touchpoint for every event aboard the installation. This team of two operates in a contradictory duality: they are the welcoming face of the installation that communicates, plans, and organizes distinguished visitor engagements, but at the same time, they stealthily operate behind the scenes ensuring name placards are precisely arranged and timelines are met.

Over the last year, Ms. Jennifer Dulla, the Camp Blaz protocol officer, planned more than 200 distinguished visitor installation tours.

“Protocol is a touchpoint for a lot of the visitors,” said Dulla. “We find out specifically what they want to get accomplished while they are here. Then we provide them with the right people and resources to ensure a successful visit.”

Designated Marines also have an opportunity to work alongside Ms. Dulla in the section. They assist with administrative tasks, building itineraries, and guiding guests through their visit.

“Professionally, being able to assist with all these visits has put me in a spot where I’m able to experience something new in my career,” said Lance Cpl. Abdiel MunozFigueroa, protocol assistant. “Being able to experience and communicate with different people, and especially individuals from a higher level such as generals and staff delegates from Congress, is a great opportunity.”

The efforts of the section cannot be underscored as each visitor is a potential advocate for Camp Blaz. Funding and resource allocation advocacy from senior leaders has been instrumental in not only supporting the Marine Corps build up on the island but also in providing disaster relief aid, as was most recently needed with the 2023 destruction of Typhoon Mawar. The visits provide off-island guests with a better understanding of unique quality of life aspects on Guam.

The visits are also another way to ensure Camp Blaz remains transparent with community and off-island elected leaders and stakeholders who actively engage with their constituents.

“For those that are off island, these engagements really help to familiarize them, to see what the latest update is here at Camp Blaz, and to get a better sense of the island,” said Dulla.

Though small but powerful, the protocol section’s positive impact is felt across the command.

“We have dozens of unique tasks and challenges that we deal with on a daily basis here at Camp Blaz,” said Jeff Gelhke, Camp Blaz Chief of Staff. “Jenn and our protocol Marine take on a monumental task, a task that we cannot mess up, and they execute flawlessly every day. What the protocol team does for Camp Blaz is quite incredible.”
