FORT MAGSAYSAY, Philippines – Philippine Army Soldiers assigned to the Philippine Army Signal Regiment and U.S. Army Soldiers from the Headquarters and Headquarters Battalion, 25th Division Artillery Brigade, 25th Infantry Division conducted a joint Subject Matter Expert Exchange (SMEE) focused on radio communication during Salaknib 2025, on Fort Magsaysay, Philippines, April 3, 2025.

Salaknib 2025 is an annual, bilateral exercise between the Armed Forces of the Philippines and the U.S. forces designed to enhance trust, build capabilities, and further strengthen the alliance between the two nations, which has been built over decades of shared experiences.

“We work closely with our Philippine partners trying to figure out how we communicate with them,” said Maj. Robert Ryan, a Signal Officer and G6 Officer in Charge, 25th Infantry Division. “The ultimate goal here is how our systems and their systems can talk to provide a clear and common picture between both armies.”

The training included familiarizing and operating equipment between both partner forces, using and incorporating radio and digital assets, and constructing an antenna. It was conducted in two separate locations with the goal of establishing a line of communication between both systems.

“We sent a few different nodes across Fort Magsaysay to validate the communications plan we came up with together.” Ryan said. “For us on the signal side, the biggest thing is finding that interoperability, not just voice but digital interoperability as well.”

The exchange demonstrated the advancements both partner forces are making to integrate equipment and create a dynamic and strong communications network to enhance combined combat effectiveness and lethality.
