    The first two Civil Service Mariner (CIVMAR) licensed officers hired under Military Sealift Command’s Expedited Onboarding Initiative began New Employee Orientation (NEO) in March, within 10 days of accepting their job offer.

    This initiative establishes a rapid, planned approach toward onboarding CIVMAR licensed officers by designating temporary appointments - not to exceed 120 days - within three weeks of receiving hiring applications. Once the CIVMAR is deemed fit for assignment, the temporary appointment is converted to permanent appointment.

    “We’re able to accelerate the hiring process and get people on assignment quicker,” said MSC Director, Marine Employment (Afloat Staffing/Recruiting) Civilian Workforce Policy and Sustainment Division Lemuel Jordan. “The selectees report to MSC a week prior to starting NEO and complete their medical screening, drug testing and security clearance processing. The following week, they attend NEO with the normally scheduled class. It took us six to 10 days to get the first two candidates through the pre-employment process.”

    The initiative attacks shortfalls in MSC’s deck and engine officer communities, and it makes the command more competitive against private industry in the broader maritime arena.

    “Onboarding these licensed officers faster will allow us to bring on candidates who may have taken another job offer only because we were not fast enough in getting them back to work,” said MSC Deputy Total Force Management (TFM) Frank Cunningham. “The maritime industry allows for candidates to jump from one commercial shipping job to another and if we do not act fast enough, we lose them. Thus, this new process will greatly improve our future readiness.”

    MSC is looking for licensed engine officers; such as third assistant engineers, second assistant engineers and first assistant engineers as well as third mates, second mates and chief mates.

    Cunningham said these candidates are still eligible for a recruitment incentives once they are converted to their permanent appointment, and the incentives come with a service agreement which ensures these new CIVMARs will stay with MSC.

    “This new process is just another effort TFM is employing to grow and retain our CIVMAR workforce for now and into the future,” he said. “Bravo Zulu to all those involved with this initiative including; CIVMAR staffing, our Recruiting and Advertising team mates, Medical, and Security teams. They continue to put forth great efforts to ensure MSC is ready to support our warfighters on the frontline.”
