    U.S. Naval Hospital (USNH) Guam’s Patient and Family Partnership Council (PFPC) welcomes U.S. Air Force Lt. Col. Jay Fury as its new co-chair .

    Fury currently serves as the chief administrator with oversight of business operations and data analytics for the 36th Medical Group at Andersen Air Force Base, Guam. He brings a unique blend of expertise as a certified public accountant, cybersecurity specialist, and a Medical Service Corps Officer with 20 years of military service to his role as co-chair.

    Through his ongoing coordination with USNH Guam, Fury recognized a significant overlap in services provided. “We serve the same beneficiary population,” he said. “So why separate the two programs?”

    With that realization, Fury volunteered to serve as the co-chair of the hospital’s PFPC to foster collaboration between the two military treatment facilities (MTFs).

    “Our MTFs can work more closely together for the benefit of the same patient population,” said Fury. “This joint committee will streamline responsibilities and create synergy between patients, their families, and MTF providers and services to ultimately enhance the healthcare experience of all.”

    This collaboration between the hospital and patients strengthens the council’s efforts to enhance healthcare across the island, expanding partnerships that drive innovation and patient-centered care.

    “The PFPC directly supports readiness on Guam by ensuring efficient, high-quality health care,” said Lt. Cmdr. Tuong Setala, PFPC Chair. “By optimizing stakeholder engagement, the PFPC enhances communication between patients and providers, fostering a system that anticipates and eliminates readiness gaps before they impact mission effectiveness.”.

    A Voice for Patients and Families

    The goal of PFPCs is to improve the patient and family experience at military treatment facilities (MTF) and provide feedback to leadership for recommended changes at the facility and across the Defense Health Agency (DHA).

    “This council serves as a vital link between patients, families, and healthcare providers, ensuring their perspectives contribute to meaningful improvements at U.S. Naval Hospital Guam, Apra Harbor Branch Clinic, and Andersen Air Force Base Clinic,” said Setala. “The council remains committed to fostering patient- and family-centered care while making a lasting impact on the community.”

    PFPC members include MTF staff and beneficiaries. Personnel from the MTF represent key areas in the hospital such as primary and specialty care, pharmacy, patient administration, and safety. Patient members of the council should reflect a mix of active duty, retirees, and family members to ensure a wide range of feedback. Staff and patients who are committed to improving healthcare services and delivering healthcare excellence should consider joining the PFPC! The council encourages interested individuals to request an application from Ms. Eileen Duenas, the customer relations officer at USNH Guam, and become part of its mission to create positive change.

    PFPC’s Impact: Recent Achievements

    The PFPC has made remarkable strides in transforming patient care, driving meaningful improvements that directly benefit patients and their families by:
    • Updating call center protocols
    • Streamlining call center access with an International SOS connection
    • Facilitating corrections to the TRICARE.mil and ISOS websites
    • Enhancing the provider roster with ISOS specialty listings
    • Educating front desk staff to improve patient interactions
    • Increasing awareness of urgent care and pharmacy options

    “I want to sincerely thank each member of our Patient and Family Partnership Council for their time, commitment, and invaluable perspective,” said USNH Guam Director Capt. Joel Schofer. “They are helping us build a more patient-centered environment, and I look forward to the positive impact their voices will have on enhancing the experience of care.”
