USS WASP– Sailors onboard the amphibious assault-ship USS Wasp are anticipating the arrival of the Electronic Leave system that is scheduled to be implemented on ships beginning in October.
E-Leave is a web-based program that sailors will be able to access through their Electronic Service Record Self-Service account. The new system will allow sailors to electronically route leave chits though the chain of command for approval. It automates the command's leave control and ensures pay and entitlements are properly credited.
“The new system will provide better accountability and tracking of leave chits for sailors,” said Petty Officer 1st Class Nathaniel Billingsley, who works in Wasp’s Administration Office. “Sailors won’t have to worry about their chits getting lost or forgotten about on someone’s desk. It only takes a couple of seconds to fill an online form out. When the chit is sent electronically it will flag a reminder to the person it was sent to for their review. There is also a comment block for the person reviewing it to provide feedback up and down the chain of command.”
Each command will be assigned a Command Leave Administrator to manage the program and be responsible for all leave transactions processed via E-Leave. CLAs will also have the capability to manage E-Leave transactions to include correction and cancellation.
“Commands will have full visibility in the system to identify the status of any sailor’s request and easily track and account for all sailors on leave at any given time by using the electronic reports capability that each CLA will have access to produce,” said John Courtney, Navy Electronic Leave Program Manager. “Once E-Leave is implemented, a command’s leave processing will be automated, ensuring pay and entitlements are properly accounted for with the Defense Finance and Accounting Service.”
Shore-based implementation of E-Leave is scheduled to begin this month. Afloat implementation for ships with Navy Standard Integrated Personnel System servers onboard is planned to start in October and run approximately 24 months as ships' NSIPS servers receive appropriate software updates.
E-Leave will automatically check-out sailors on leave 24 hours after initial start date and will automatically check-in sailors 72 hours after the return date. CLA or ESR self-service users will also have the ability to request an extension.
“I think it is a good idea,” said Petty Officer 2nd Class Christopher Evans. “It will make routing a leave chit easier and faster. I will be able to check the approval status of my chit in seconds. And the online form will retain my information so filling out the next one will be even simpler than the previous one. The new system seems more automated and streamlined then the current system, so I don’t think there is anything to worry about.”
Sailors who have not yet established a Self-Service ESR can create an account at http://nsips.nmci.navy.mil or on the NSIPS server on board ships.
