KABUL, Afghanistan – The Afghan National Police opened a new uniformed police headquarters in the Pashtun Zarghun district of the Herat province Nov. 10.
The $439,000 facility is the fifth to be completed and handed over to the police in Herat, with one more scheduled for completion next month.
Attendees at the ceremony included Maj. Mohammed Nadir, district headquarters deputy commander; Abdul Rasheed Popal, district governor; several members of the uniformed police; and representatives of the Afghanistan construction firm.
U.S. attendees included a representative from the Afghan Regional Security Integration Command – West Herat and several members from the U.S. Army Corps of Engineers Afghanistan Engineer District – South, based in Kandahar.
“This building is built on a strong foundation of concrete, but it is surrounded by a strong foundation of commitment from the people of Pashtun Zarghun,” said Col. Anthony C. Funkhouser, Afghanistan Engineer District - South commander. “This facility will help ensure strength for your police force and for your government.”
The engineer district is managing construction of police headquarters facilities in six Herat districts under a contract valued at $3.5 million. The Omran Consulting Construction and Engineering Company of Kabul was awarded the contract.
“I am very grateful to Omran for completing this project under difficult circumstances,” Funkhouser said. “You persevered and delivered a beautiful project. Thank you for working through many challenges to deliver a quality project. This police headquarters is a reflection of your commitment and our partnership.”
During the ceremony, Lt. Col. Kenneth Safe, officer-in-charge, Afghanistan Engineer District - South Herat Area Office, and Scott Hughes, project engineer, presented a certificate of appreciation to Omran for its work on the project. The district headquarters deputy commander also presented a certificate to the contractor.
