    BAGHDAD – Leaders with 1st Armored Division, United States Division – Center, hosted a Baghdad Belt Council meeting, Nov. 9 in Baghdad, to facilitate communication between Iraqi citizen groups and elements of the Iraqi Security Forces and the Iraqi government.

    Maj. Gen. Terry Wolff, commanding general of 1st Armd. Div., USD-C and Brig. Gen. Ralph O. Baker, deputy commanding general–East for USD-C were among the attendees. Some of the topics of discussion for the committee meeting discussed were paving roads, garbage disposal, sewage disposal, electricity, security measures and water.

    “The desired outcome of the meeting was to build and strengthen trust between the (Iraqi) people and their government and vice versa,” said Col. Richard Welch, reconciliation and engagement program officer in charge with USD-C, and a McConnelsville, Ohio, native.

    Welch said the talks provided better GoI awareness of the importance of its citizens security concerns.

    The relationship between U.S. forces, GoI and the ISF is strong, he said.

    “(The U.S.) has been (participating in) this type of dialogue for about three years now and I believe more constructive dialogue will continue in the days ahead,” Welch said.

    “By facilitating, encouraging and supporting these meetings, such as the (Baghdad Belt Council) meetings, we bring the (ISF, GoI and Iraqi citizens) together in constructive forums to solve problems that are of great concern to the Government of Iraq and the people,” he said.
