    NORFOLK, Va. - The staff of Combined Joint Operations from the Sea Centre of Excellence (CJOS COE) celebrated their fifth anniversary with a Steering Committee Meeting and birthday luncheon May 31.

    In May 2006, Commander, U.S. Second Fleet (C2F) established CJOS COE to provide a focal point for Joint Maritime Expeditionary Operations expertise for allied nations. CJOS COE is headquartered in Norfolk, Va. and is comprised of representatives from 13 nations and is the only North Atlantic Treaty Organization (NATO) accredited COE within the U.S.

    “We are one of 16 NATO accredited COEs worldwide, representing a collective wealth of international naval experience and expertise,” said U.S. Navy Cmdr. Margaret Hoskins, deputy director of Operations for CJOS COE. “CJOS COE draws on the knowledge and capabilities of Second Fleet within its shared headquarters, as well as neighboring U.S. commands to promote best practices within the alliance, and to aid NATO’s transformational goals with respect to maritime-based joint operations.”

    As the only COE within the U.S., CJOS COE works closely with the Second Fleet staff, with special focus on delivering products which add value to NATO and all sponsoring nations.

    “We are delivering great products and building expertise,” said French Navy Cmdr. Yann Le Roux, CJOS COE Expeditionary Operations section head. “We are requested by U.S. Navy and NATO commands to be a part of new initiatives in many domains, which is great because it helps build our interoperability, which is a key factor between CJOS COE and the U.S. Navy. We need to work together because one Navy can’t do it alone.”

    CJOS COE provides assistance in areas such as maritime unmanned systems, maritime situational awareness, sea basing and humanitarian assistance/disaster relief, which contributes to a safer, more collaborative, global maritime security environment.

    “On a daily basis, CJOS COE works to improve the interoperability and capabilities of NATO war ships, and to provide opportunities to enhance education” said Vice Adm. Daniel P. Holloway, Commander, U.S. Second Fleet commander and CJOS COE director. “CJOS COE’s contributions offer insight to our allied partners and the global shipping industry and along with the continued focus on joint maritime operations, interoperability, and maritime security help to diminish threats and improve overall global security.”

    As CJOS COE continues to improve interoperability and capabilities of NATO warships, and provide opportunities to enhance education and training, the CJOS COE team reflects on the past and the possibilities in the future.

    “We are the best of the best,” said Le Roux. “We are driving a new concept; we’re making things move, and providing a different outlook on items that impact our overall readiness.”

    CJOS COE aims to best utilize the diverse experience and talent of its staff to benefit the alliance, particularly in the area of transformation. CJOS COE strives to be innovative in thought and action, as well as collaborative, in capturing best practices wherever they exist, and leveraging them with each nation.

    “We have achieved significant milestones over the last five years in all aspects of maritime security, building partnerships, and establishing new relationships globally,” said British Navy Commodore Jonathan Handley, deputy director CJOS COE. “In doing all this, we have progressed toward our goal of achieving our vision, set in 2006, of becoming the pre-eminent source of innovative specialist advice and expertise on all multinational aspects of CJOS COE in support of sponsoring nations, NATO and other allies. We will continue to play a lead role in promoting best practice, forging closer ties among maritime-related institutions and remaining transformational in scope across the international maritime community.”
