    CAMP FOSTER, Japan - The revised Marine Corps Bases Japan/III Marine Expeditionary Force Order, 1050.7A Liberty Campaign Order implemented Sept. 1, has introduced a number of changes, such as a revised alcohol policy, to ensure Marines and sailors are held to the highest standards of conduct when partaking in liberty on Okinawa.

    Public consumption of alcohol is no longer authorized after midnight. In the order, public consumption means drinking any alcohol off of a U.S. military installation, except when consumed in an off-base private residence. This applies to all MCBJ/III MEF uniformed personnel, regardless of their level of liberty privileges, duty status or rank.

    This change has been implemented because the majority of off-base liberty incidents involving service members and alcohol occurred between midnight and 5 a.m.

    “It is our duty to conduct ourselves in a professional manner at all times,” said Lt. Gen. Kenneth J. Glueck Jr., III Marine Expeditionary Force commanding general and Marine Corps Bases Japan commander.

    Gold-card holders are still allowed to enjoy the night life after midnight and retain the privilege of overnight liberty, but alcohol consumption after midnight is prohibited in any off-base establishment, to include restaurants.

    This change to the policy is not to punish service members,” said Sgt. Maj. Steven D. Morefield, III MEF sergeant major.

    The change has been made to reduce the chance for liberty incidents to occur, he said.

    “Honorable conduct is something that is not only valued by our military personnel, but is something our host nation respects and expects from all of us,” said Morefield. “It is our duty to act responsibly, honorably and to police our own on this issue.”
