SCOTT AIR FORCE BASE, Ill. - The Command Air Transportation and Traffic Cargo Managers Team from Headquarters Air Mobility Command here was one of five teams recognized Sept. 20 with an Air Force Chief of Staff Team Excellence Award during the Air Force Association's 2011 Air & Space Conference and Technology Exposition in National Harbor, Md., Sept. 20.

Gen. Norton Schwartz, Air Force chief of staff, presented the award. The AMC team was among the group of teams "with process improvements resulting in more than $230 million in potential first-year savings," an Air Force report by Master Sgt. Amaani Lyle shows about the awards. Additionally, "23 teams earned nominations in recognition of their systematic approach to enhance mission capability, improve operational performance, and ensure sustained results."

In the Air Force report, it also states "the integrated team of air cargo movement functional managers, data analysts, and transformation advisers targeted key [Department of Defense] distribution processes to establish new rules of engagement, aircraft and pallet build standards, end-to-end material flow options and control metrics.

"Their efforts balanced the efficient and effective movement of air cargo from major supply depots through AMC's global channel airlift operations system to all combatant commanders and global customers," the report states. "This prevented $60 million in airlift costs and increased system-wide aircraft utilization by 10 percent."

    Continuing effort

The recognition is a continuation of AMC's commitment to energy efficiency and conservation, officials said. Numerous initiatives from the AMC Fuel Efficiency Office, for example, have taken hold and are producing results.

Among those initiatives by the FEO include Mission Index Flying, or MIF. MIF allows mobility Airmen to optimize flight planning and execution without requiring an advanced onboard flight management computer system. The tool helps minimizes overall operating costs by providing optimized flight parameters for the aircrew to fly to minimize fuel burn for the flight. There is also the Next Generation Cargo Capability initiative where the goal is to move more cargo with the same amount of airlift.

The Air Force's top scientist, Dr. Mark T. Maybury, recognized the FEO's efforts during a visit to AMC in July during the Future Aircraft Fuel Efficiency Industry Days Conference. On MIF, he said, "AMC has been a leader in this." On the NEXTGEN initiative, he added, "This is where it's about getting one more pallet on board."

More recently, the FEO was part of an initiative in improving the KC-10 engine cleaning process. During a test of six KC-10 CF6-50 engines, AMC, in close coordination with the KC-10 System Program Office at Oklahoma Air Logistics Center, the engine cleaning "... resulted in an average 16-degree Celsius exhaust gas temperature reduction and also reduced fuel flow by an average of 335 pounds per hour," said Steven Slatter of the AMC Fuel Efficiency Office in an August AMC report written by Capt. Kathleen Ferrero.

    Around the command

Around AMC, others have also been recognized for their energy conservation and efficiency efforts as well.

At Fairchild Air Force Base, Wash., Michael Miller, an Energy Management Control Systems operator with the 92nd Civil Engineer Squadron, was awarded the U.S. Federal Energy Management Program's 2011 Federal Energy and Water Management Award for Exceptional Service. "Over the past 20 years, Miller has led and overseen the installation and operation of three Energy Management Control Systems. His projects will accrue total lifetime savings of 1,326,000 British Thermal Units, $7,900,000 in cost savings, and avoided emissions of 70,000 metric tons of carbon dioxide, according to a Fairchild report.

Also, a report from Joint Base Charleston, S.C., shows Lt. Col. Stan Davis from the 317th Airlift Squadron was recognized for his work introducing new approach and descent procedures at the base. He was critical in establishing a historic agreement between the Department of Defense and Federal Aviation Administration the "establishes procedures for pilots called Optimized Profile Descent, or OPD, which will reduce noise, fuel costs and emissions."

"Specific fuel savings from OPD procedures are hard to determine precisely, but previous FAA demonstrations at Los Angeles, Miami and Atlanta indicated a fuel savings of approximately 50 gallons or 340 pounds per arrival," said Jimmy Krogh, Airspace Maintenance Branch chief for Headquarters AMC in an August report by 1st Lt. Joe Simms. "Those figures were based on commercial aircraft and we aren't certain what the results will be for the C-17, however, we hope to see similar results."

Through a myriad of efforts, Air Mobility Command is doing its part to save the Air Force millions of dollars in energy costs, officials said. In keeping with the 2011 Air Force energy awareness theme, "A New Culture: Energy as an Operations Enabler," Air Mobility Command continuously supports the Air Force's overall mission to "fly, fight and win," and at the same time support the service's energy strategy to "reduce demand, increase supply, and change our culture."
