    ALEXANDRIA, Va. - When the production of Mine-Resistant Ambush-Protected All-Terrain Vehicles increased from 45 to 1,000 per month — with an on-time delivery rate of 100 percent and less than two deficiencies per unit — it became clear that the Defense Contract Management Agency Central Region command was delivering unmatched value to warfighters, achieving a 94.5 percent Customer Satisfaction Rating.

    These accomplishments demonstrate why Army Col. Jeffrey A. Gabbert, former DCMA Central Region commander, was recognized for his leadership at the 2011 Association for the United States Army Annual Exposition and Meeting, Oct. 9. There, he received the 2011 Acquisition Director of the Year at the Colonel Level Award.

    “Col. Gabbert’s support to the soldier, sailor, airman and Marine did not waver,” said Marie Greening, DCMA Operations Directorate chief operations officer. “His leadership and customer support were exemplary; his devotion to selfless service is overwhelmingly evident.”

    In turn, Gabbert noted the important work done by others.

    “I am extremely honored and very humbled to receive this award,” he said. “For me to be selected from such a highly competitive group of colonels … is another indication of the value the Army sees in DCMA.”

    As Central Region commander, Gabbert was responsible for more than 150 military members, and more than 3,100 civilian employees. His team oversees more than 119,000 contracts valued greater than $910 billion — including major Army and joint programs, such as the M-ATV, Stryker and M1A2 Abrams.

    Each employee contributed to the Central Region’s successful support of those programs, Gabbert noted.

    “This award is not about me,” he said. “It is a reflection of the efforts achieved by the Central Region in specific, and the Operations Directorate in general, as we collectively worked to support the agency director’s objectives, and, ultimately, the warfighter. I was extremely fortunate to work with such a highly competent group of professionals.”

    According to Greening, under Gabbert’s leadership the Central Region reduced excess labor costs by 75 percent, saving approximately $6 million. His team identified a deficiency in the tool that tracked Forward Pricing Rate Agreements/Recommendations, which had incorrectly reported one-third of the required contractor business segments and contracting commands. The replacement tool the Central Region designed has since been adopted throughout DCMA.

    “His leadership was instrumental in the very arduous and demanding task of standing up a new division-level command,” Greening said. “Col. Gabbert led his team brilliantly.”
