PHOENIX - Several Civil Support Teams based out of 4 states will be mobilizing to take part in the 2011 Vigilant Guard training exercise Nov. 3-5.
“The CST’s role in this year’s Vigilant Guard Exercise will be unique, having never been implemented on this scale in previous training scenarios,” said Captain Adam Karlin, Medical Operations Officer for the 83rd Civil Support Team for the Montana National Guard.
The CST regularly trains with local and federal agencies such as the Federal Emergency Management Agency, Department of Energy, Department of Justice, and the Environmental Protection Agency. The CST reports to the authority of the scene commander or local first responder on sight.
“The training will really enhance our relationship with first responders so when we do respond to real world events, we already have a relationship and we all know each others roles and how we work together,” Karlin said.
For Vigilant Guard 2011 the Homeland Response Force, or HRF, will be taking command of the 83rd CST based out of Montana for the duration of the training.
The 83rd CST will be exercising various Hazmat and WMD portions of their capabilities on a large scale for the exercise. The 83rd will be clearing simulated bio weapons laboratories staged at the Glendale Regional Public Safety Training Center where civilian contractors have been hired to set up simulated biohazard laboratories for a portion of the exercise.
“Every time we get a chance to participate in an event like this its great, we have the ability to go forward and really test ourselves,” said Karlin.
The WMD CST is comprised of 22 full-time, Title 32 AGR Army and Air National Guard personnel. The structure of the unit is divided into six sections: command, operations, communications, administration/logistics, medical/analytical, and survey.
“The CST possesses unique communications capability and analytical lab suites which have the capability to make presumptive identification on chemical, biological, radiological materials within minutes of setting boots on the ground,” Karlin said.
Other CST units will be responding to the aftermath of the nuclear explosion at the ground zero portion of the training exercise. The CST has the capability to respond to biological, radiological, nuclear, and natural disasters, within 90 minutes of being notified as either joint entry or as a stand-alone deployment.
