    BISMARCK, N.D. - The North Dakota National Guard recognized Lt. Col. Jan Carter at a retirement ceremony after 36 years of military service. Carter has spent two-thirds of her life in the National Guard serving as an example to other women, soldiers and her family.

    Carter, a native of North Dakota, enlisted in the North Dakota Army National Guard in 1975. She earned her commission as a 2nd Lt in 1981 after attending the North Dakota National Guard Military Academy. She has served in various key assignments and command positions during her career. Carter was deployed in 1990-1991 as the operations officer for the North Dakota National Guard's 818th Medical Battalion in support of Desert Shield/Desert Storm. In 1996, Carter became the North Dakota Army National Guard's first female battalion commander.

    In 2007-2008 she deployed to Iraq, serving as the Senior Program Manager for the Gulf Region Southern District for the U.S. Army Corps of Engineers.

    During this deployment, she oversaw the project management of 71 construction projects valued in excess of $676 million dollars.

    Carter's military awards include: the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (two oak leaf clusters), Army Commendation Medal (three oak leaf clusters), Army Achievement Medal (with two oak leaf clusters), Army Reserve Components Achievement Medal (eight awards), National Defense Service Medal (with oak leaf cluster), South West Asia Service Medal (with bronze star service star), Global War on Terrorism Service Medal, Iraq Campaign Medal, Non Commissioned Officer Professional Development Ribbon, Army Service Ribbon, Overseas Service Ribbon, Army Reserve Component Overseas Training Ribbon, Armed Forces Reserve Medal (with 'M' Device 2nd award), Armed Forces Reserve Medal (with 30 year device), Kuwait Liberation Medal (Saudi Arabia) and the Kuwait Liberation Medal (Kuwait).

    Carter resides in Bismarck, North Dakota. Her two children are also members of the North Dakota National Guard, Capt. Barbara (Carter) Lowe and Sgt. James Robert Carter.
