WARNER ROBINS, Ga. - 2011 saw Defense Logistics Agency Distribution Warner Robins, Ga., transform from a narrowly focused distribution center into one of four DLA strategic distribution platforms.
This transformation was built upon the opening of the distribution center’s consolidation containerization point and assumption of its critical parachute and energy dissipating pad missions, essential in the resupply of forward operating locations.
A 2005 Base Realignment and Closure decision designated DLA Distribution Warner Robins become a strategic distribution platform. The CCP assumed its first official mission in late February 2011.
The 165,000-square-foot building outfitted with state-of-the-art automated material handling systems and six air pallet pits began assembling pallets of low-cost, low-velocity parachutes for shipment to Southwest Asia. Shortly following, the CCP began shipping energy dissipating pads. Most recently, the operation has also adopted a low-cost, high-velocity parachute mission.
The parachutes, used for air drops for items that cannot be delivered via truck or alternative transportation due to difficult terrain and threat of attack, are critical to the resupply of troops in Afghanistan. The EDP serves as a landing shock to airdropped items.
Currently, DLA Distribution Warner Robins is the sole source provider for EDPs and responsible for more than 90 percent of LCLV parachutes, all LCHV parachutes, and all low-cost, low-altitude parachutes that allow air resupply to troops in combat areas.
Upon receipt of the items, the CCP team consolidates and arranges material onto pallets and into containers, after which they are shipped to ports in Savannah, Ga., and Jacksonville, Fla., for shipment to destinations outside the continental U.S.
Over the past year, the distribution center’s transportation and CCP teams have proven adept at handling challenges, officials said. Recently, both teams responded to a request for EDPs for immediate airlift to Kandahar, Afghanistan. Their efforts produced about 40 pallets of material built and shipped to Charleston, S.C., within 36 hours of the tasking.
“A result of these dedicated individuals, special operations teams in Afghanistan received their material in five days versus a projected seven,” said Frank Holobinko, DLA Distribution Warner Robins, Ga., director. “This type of adaptability is key to combat success, and we pride ourselves on this trait.”
Reflecting on the past year’s efforts, Holobinko says the CCP’s accomplishments are the result of tenacious employees.
“Every one of these team members played a crucial role in bringing our consolidation and containerization point operations online. Their dedication to the mission continually astounds me, alongside their willingness to transform to meet ever-changing responsibilities,” Holobinko said. “We work toward the common goal of becoming the provider of choice for velocity distribution and serve to reinforce DLA’s significant capability as America’s combat logistics agency.”
