FORT BELVOIR, Va. - Army Maj. Gen. Kenneth S. Dowd will be the next director of Defense Logistics Agency Logistics Operations, Defense Department officials announced March 27.
Dowd currently serves as commander of 1st Theater Sustainment Command at Camp Arifjan, Kuwait. He will assume his new position in August.
“Ken has tackled some of our military’s toughest issues during numerous high level command and staff positions throughout his career,” DLA Director Navy Adm. Mark Harnitchek write in an email to senior DLA leaders. “His tours of duty include Germany, Bosnia and United States Central Command where he directed all logistics and engineering planning and operations in support of Operations Enduring Freedom and Iraqi Freedom.
“This assignment as Director, DLA J3 is a testament to his leadership and long history of superb logistical support,” Harnitchek continued. “He brings a wealth of experience to this new and challenging assignment and I am confident he will enhance our worldwide operational support to warfighters.”
Dowd was commissioned in 1979 through the ROTC program at Cumberland College, Ky. His military education includes the Quartermaster Basic and Advanced courses, the Logistics Executive Development Course, the U.S. Army Command and General Staff College, the Armed Forces Staff College, and the U.S. Army War College. He also holds a master’s degree in logistics management from the Florida Institute of Technology.
Dowd has served in many command and staff positions throughout his career, including several overseas tours, deployments to Bosnia and Iraq, deputy chief of staff for logistics for the Department of the Army, and director of logistics, engineering and security assistance for U.S. Pacific Command. His most recent assignment before taking command in Kuwait was as director of logistics for U.S. Central Command, where he directed all logistics and engineering planning and operations in support of operations Enduring Freedom and Iraqi Freedom.
As the commander of DLA Logistics Operations, Dowd will be responsible for end-to-end supply chain management of the agency’s eight supply chains, providing logistics and material process management policy, guidance, and oversight and monitoring supply chain performance.
He will replace Army Maj. Gen. Lynn Collyar, who will depart in June to become commander of the Army’s Aviation and Missile Command, in Huntsville, Ala.
