ZARANJ, Afghanistan – Afghan judges and provincial council members attended a legal seminar in Zaranj, located in western Nimruz province, March 27 through 28.
Twenty-two participants, including the Nimroz Provincial Ulemna and all Nimruz provincial judges, received two days of professional development including classes on Afghan constitutional law, criminal procedure, and human rights. During these classes, participants discussed theories on legal procedure and current issues within Nimroz province.
The event was facilitated by several organizations, including the Justice Sector Support Program, which “delivered the first-ever international legal training for judges and provincial council members,” said Boots E. Poliquin, senior rule of law advisor for Regional Platform Southwest. “The trip to Zaranj and the remarkable outcome of the program delivery is a clear sign of the good things that can happen when the (United States Government) entities work together in a collaborative manner by strategizing, planning and delivering as a unified team.”
The seminar’s success was partly due to support from I Marine Expeditionary Force.
“This legal training seminar, both in terms of its logistical delivery and successful programmatic outcome, could not have happened without the support of Maj. Ethan Harding and his (governance) team,” Poliquin said.
Major Ethan Harding, Nimruz provincial director for I MEF (Fwd), stressed the importance of empowering Afghan leaders as coalition forces transfer responsibility to their Afghan counterparts.
"This seminar will help better professionalize rule of law delivery in Nimroz. The fact that all provincial judges were present lends to less deviation in their approach to applying law in the province,” Harding said.
After all participants had received certificates of completion, Nimruz Gov. Abdul Karim Brahawi gave closing remarks and expressed both his appreciation for the training and his hope for continued partnership in the development of the Nimruz legal system.
The Marines of Regional Command (Southwest) are also eager to foster this relationship.
“The demand for training that was demonstrated by the Afghans shows a desire to improve their capacity to deliver services to the population, which is critical to capitalizing on the security gains made over the duration of the surge,” Harding said. “Governance, whether good or bad, will determine the future of Afghanistan after we depart. Nimruz is working toward the former."
