SCOTT AIR FORCE BASE, Ill. — Two great leaders exchanged salutes as the 618th Air and Space Operations Center (Tanker Airlift Control Center), Air Mobility Command's hub for worldwide airlift, air refueling and aeromedical evacuation, received new leadership during a change of command ceremony at Scott Air Force Base, April 23.
Brig. Gen. David W. Allvin stepped in to take command, while Brig. Gen. Carlton D. Everhart II passed the 618th AOC (TACC) guidon and made his exit.
Everhart, who led the 618th AOC (TACC) since July 2011, will move on to work as the vice commander, 3rd Air Force, U.S. Air Forces in Europe, Ramstein Air Base, Germany beginning in May. There he will be responsible for supporting the European Commander at the operational and tactical levels while directing all United States Air Force Europe forces engaged in contingency and wartime operations in the EUCOM area of responsibility.
While under Everhart's command, the 618th AOC (TACC) was responsible for nearly 66,000 sorties, delivering nearly 1.35 million passengers and 519,000 tons of cargo to worldwide locations. The 618th AOC (TACC) also performed more than 11,000 aeromedical evacuation patient movements and delivered more than 226 million pounds of gas via air-to-air refueling during his tenure. These operations included thousands of sorties ranging from support to humanitarian operations in the wake of natural disasters, to the swift and on-going air mobility support to troops in Afghanistan and Iraq.
The change of command took place at the Scott Club in front of a crowd, where 618th AOC (TACC) members welcomed Allvin as their new commander, and, after reflecting on his time with the unit, said goodbye to Everhart and his family. Lt. Gen. Mark Ramsay, 18th Air Force commander, presided over the ceremony.
"The TACC has been, and will continue to be, absolutely essential to extending our nation's strength across the globe," said Ramsay. "I'm grateful for the extraordinary accomplishments of the men and women of the TACC under General Everhart's leadership. I have confidence that General Allvin will lead them to continued success in their important mission."
Allvin arrived at Scott in August 2011 to be the 618th AOC (TACC) vice commander, and in accepting the guidon and his new responsibilities, he becomes the 16th commander of the 618th AOC (TACC).
The 618th AOC (TACC), at Scott Air Force Base, is Air Mobility Command's hub for planning, allocating and executing airlift, air refueling, and aeromedical evacuation operations around the world. With a fleet of nearly 1,300 aircraft, the 618th AOC (TACC) is heavily engaged in ensuring the swift and reliable deployment, re-deployment, and sustainment of U.S. and coalition forces overseas.
Allvin moves into the role of commander with a background in both the 618th AOC (TACC) and multiple other air mobility operations. General Allvin graduated from the U.S. Air Force Academy in 1986. He has commanded at the squadron and wing levels, including the 97th Air Mobility Wing, Altus Air Force Base, Okla. He has held major command staff assignments and served on the Joint Staff, and most recently commanded the 438th Air Expeditionary Wing, Kabul, Afghanistan.
"All of the members of TACC are truly remarkable," said Allvin. "Within the past year, I have seen them answer the call of millions around the world providing aid, cargo and millions of pounds of fuel. I am sincerely proud of this organization and I am blessed to have the opportunity to command such an exceptional team."
Allvin thanked Everhart for his leadership during his tenure and wished him the best in his new job. He then addressed the 618th AOC (TACC) and inspired them to continue working hard and making a difference in mobility operations around the world.
"You are an elite team of individuals, and are unrivaled in what you do in today's environment," said Allvin. "As the mission and the nation's priorities evolve, we will need to change and posture ourselves to continue to provide that quality service as we deal with the challenges of the future. I am both honored and humbled to be your commander as we endure that transformation."
