    ATLANTA - A ceremony here last month marked both a change in leadership at Defense Contract Management Atlanta and the retirement of the outgoing commander, a career Navy officer.

    Vivian Hill became the new DCMA Atlanta director, relieving Navy Capt. Robert R. Cox during a ceremony at the Gardens at Kennesaw Mountain, Ga., on May 25. Navy Capt. Russell G. Pendergrass, commander of the DCMA Eastern Regional Command, presided over the ceremony.

    “It's been a pleasure to work with Capt. Cox, and it is an honor to now lead DCMA Atlanta,” said Hill.

    Nearly 220 military and civilian personnel attended the event including Pendergrass’ deputy Mark J. L’Ecuyer, Air Force Col. John F. Drohan, DCMA Lockheed Martin Marietta commander, and Drohan’s deputy, Henrietta S. Snow. Navy Capt. Franklin R. Sarra, DCMA Boston commander, was the guest speaker.

    As DCMA Atlanta’s new director, Hill has oversight of nine Operations Teams positioned throughout the southeast; oversees more than 7,000 contracts valued at more than $12 billion dollars; manages over 488 contractors; and employs more than 100 multi-functional personnel.

    Prior to assuming her new role, Hill served as the DCMA Atlanta deputy commander. A native of Ohio, she earned a bachelor’s degree in interdisciplinary studies and master’s degree in behavioral science and conflict negotiation management from California State University. She holds an additional master’s in national resource strategy from the Industrial College of the Armed Forces.

    Hill is a graduate of the Federal Executive Institute, the Harvard Senior Executive Fellows Program, the U.S. Department of Agriculture Women’s Executive Leadership Program and the Defense Leadership and Management Program. She has been in government service since 1979 and continues with more than 24 years of DCMA acquisition experience.

    Cox became the 12th commander of DCMA Atlanta in October 2009, and retires after 28 years of Navy service. His personal decorations include the Joint Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Navy Commendation Medal (two awards), Navy Achievement Medal (two awards) and Army Achievement Medal.
