CAMP ARIFJAN, Kuwait — Members of the Lebanese Armed Forces shopped through the Defense Logistics Agency Disposition Service yard at Camp Arifjan, Kuwait, July 13 – 17, as part of the Acquisition Cross-Servicing Agreement.
The ACSA is an agreement negotiated on a bilateral basis with U.S. allies or coalition partners allowing the exchange of common types of logistical support, such as food, fuel, transportation, ammunition and equipment.
The Lebanese Armed Forces visited the DLA DS-yard, to identify serviceable equipment that will assist them with training, exercises and military operations.
“One of the key goals is to help our partner nations,” said Capt. Ty-Salaam Bowman, Third Army multi-national logistics branch chief. “It helps us to give them the equipment.”
Any equipment left in the DLA DS-yard longer than 42 days is usually demilitarized or destroyed. By participating in the ACSA with allies and coalition forces, it ultimately saves taxpayers’ money, said Bowman.
Other U.S. partnering nations have or are planning to take part in the trade-partnership using the ACSA. Jordan has visited the DLA DS-yard in Kuwait three years in a row.
“When the U.S. trades a service or equipment to a coalition force, we are gaining access to things that we need in that country,” said Allen Cullwell, U.S. Central Command logistics analyst and ACSA coordinator.
The DLA DS-yard in Kuwait is the largest disposition yard in the world, according to Cullwell. It is the only yard that coalition forces are using as part of the ACSA agreement.
“There is a new DS-yard that is being built at Bagram Air Base,” said. Bowman. The new DS-yard will be easier for units in theater to turn-in their equipment instead of using Kuwait.
Currently, there are several countries in the process of gaining access to take part in the ACSA. With Kuwait’s DLA DS-yard receiving a continuous flow of property, coalition forces have an opportunity to obtain equipment.
