    ATLANTA - A ceremony recognizing DCMA Atlanta for services performed on a $463 million contract for depot repairs of the Large Aircraft Infrared Countermeasures System was held last month at Robins Air Force Base in central Georgia.

    Air Force Brig. Gen. Cedric D. George, Warner Robins Air Logistics Complex commander, presided over the event. Edward Bridge, DCMA Atlanta Engineering & Manufacturing Group chief represented the agency. They were joined by Bonnie Jones, 638th Supply Chain Management Group director; Air Force Col. Theresa Humphrey, 402nd Electronics Maintenance Group commander; and contractor representatives Ed Shedlick and Larry Wingate.

    LAIRCM is a complex missile threat detection and countermeasures system used by the Air Force, Navy and other federal and foreign ally agencies to protect C-5 Galaxy, C-17 Globe Master, C-130 Hercules and other large fixed and rotary wing aircraft.

    DCMA Atlanta started collaborating with the 408th Supply Chain Management Squadron’s contracting division more than a year ago, providing advice to improve the contract incentive structure, assisting with price/cost analysis of the Northrop Grumman Technical Services proposal, and developing agreements and plans to support the program upon contract award. In addition, the early engagement allowed the contract management office to identify resource requirements in advance and staff up early to support the program.

    An Integrated Product Team, led by the Communications-Electronics Commodity Council, effectively partnered with DCMA Atlanta, NGTS and the 402nd Maintenance Wing business office to accomplish the effort. The result was a rapid deployment of the repair contract to meet growing user needs and a significant reduction in system life cycle costs.

    “Interest in the LAIRCM system remains high,” said Air Force Col. Shawn Shanley, LAIRCM system program manager. “Modification lines, including one at Robins Air Force Base, keep busy, with hundreds of LAIRCM installations remaining, even as new customers continue to contact the program office with requests to buy more.” Shanley added that the growth is a testament to the LAIRCM system’s performance in the field, and the excellent support provided by the people working on the program.

    “The five-year contract is a stellar example of an enterprise coming together to support the warfighters through strong teamwork,” Shanley said. “The government and industry teammates developed innovative solutions to the multiple challenges to get this contract awarded. As a result, the LAIRCM system continues to keep our Air Force and Navy aircrews in harm’s way safe from missile attack in Iraq, Afghanistan, and around the world.”

    During the ceremony, George related his personal knowledge of LAIRCM’s importance, citing its critical, proven protection against missile threats. He was especially complimentary to the IPT for their early and continuing collaboration, emphasizing that government partnership with industry can provide a win-win environment for both parties.

    George called the contract a powerful facilitator for further partnership growth and a giant step forward in bringing additional LAIRCM workload to the Warner Robins Air Logistics Complex. He encouraged the IPT to complete their work by ensuring warfighters get the assets needed to accomplish the mission.
