SSC PAC Looks at NSWC PHD Best Practices in Tech Assessment

PORT HUENEME, Calif.—Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) and Space and Naval Warfare Systems Center Pacific (SSC Pacific) leaders met to discuss best practices in Technical Capabilities Health Assessment (TCHA) and strategic facilities planning, here, Nov. 9.

The TCHA assesses the ability of the command to meet the expected demand of seven different technical capabilities (TCs) and to steward the knowledge required to support its TCs for the Navy in the foreseeable future. The TCs include combat systems, weapons systems, underway replenishment, launching systems, radar systems and directed energy. Each TC is assessed individually in the following categories—demand-supply; knowledge stewardship; science and technology knowledge stewardship and facilities; and test and evaluation knowledge stewardship and facilities.

SSC Pacific liked the NAVSEA Warfare Center Divisions’ model of TCHA so SSC Pacific Chief Engineer Steve Musson reached out to NSWC PHD to discover and adopt best practices in implementing their own TCHA to assess the health of their organization. “There is commonality between our organizations,” said SSC Pacific Operations Research Scientist Lorn Reynolds. Both operate on the Navy’s Working Capital Fund, which facilitates the transfer of technology between businesses and the commands through cooperative agreements in order to create and implement new technology rapidly.

The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is also familiar with NSWC PHD’s TCHA as they have recently adopted their own TCHA after meeting with NSWC PHD leaders over a year ago to discuss best practices. NAVFAC EXWC Deputy Technical Director Bagrat Minasian attended the meeting between NSWC PHD and SSC Pacific. “We recently finished our own TCHA and I’m here to see what has changed… so we can further incorporate it into our process,” said Minasian.

The TCHA is implemented through the NSWC PHD Corporate Business Office Division, which provides a full range of corporate support services, including executing and coordinating business activities and strategic planning. Leading efforts in TCHA at NSWC PHD is Corporate Operations Department Director Dayle Cummings and Corporate Business Office Division Manager Rita Banuelos.
