ALAMEDA, Calif. - Rear Adm. Joseph 'Pepe' Castillo, 11th Coast Guard District commander congratulates the crew of the cutter Waesche on their successful patrol and talks about presenting their first "snowflake" cocaine drug bust decal Nov. 9, 2011.
