Changes to the 2004 Defense Authorization Act allowed the US Citizenship and Immigration Service to expedite the process by holding ceremonies overseas for qualified servicemembers. Before October 1, 2004, a servicemember could only naturalize while physically in the United States. This ceremony was held at Al Faw Palace on Camp Victory in Baghdad. One hundred forty-three Soldiers, sailors, airmen, and marines representating 46 countries became Naturalized US citizen.
