This segment will provide the best practices and lessons learned from developing
effective solutions to urgent needs, such as:
Any counter-measure developed will likely cause the enemy to develop another counter measure - DoD
must be prepared to adapt quickly and anticipate new threats.
Countering a threat network requires a networked approach across a broad spectrum:
o Attack-the-network, as multiple networks generally facilitate employment of the threats.
o Defeat-the-threat by detecting, mitigating and/or neutralizing it.
o Train-the-force in the skills to integrate capabilities, tactics, techniques, and procedures that can
maximize our responsiveness.
Teams should develop both materiel and non-materiel solutions through a comprehensive analysis of
Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy.
Speed of delivery is more important than cost or performance if the warfighter accepts the capabilities and
limitations of the solution.

Risks should shift from the Warfighter to the Acquisition System. Execute a tailored acquisition process
that accepts “acquisition risk” but attempts to deliver solution in a time frame consistent with the urgency
of the requirement, reducing the warfighter’s risk of mission failure.
A 70% solution today is better than a 100% solution in five years and several partial solutions may be
necessary using a defense in depth construct.
We should look for a technological solution at the Technology Readiness Level of a 6+ - which means that
a system prototype demonstration in a relevant environment has been completed and the technology is
awaiting qualification through test and demonstration in an operationally relevant environment.
Any solution must be considered in light of the collateral damage it may cause to the inhabitants and their
property in the area where the capability is used.
An effective solution involves a careful balance of innovation and classical engineering – innovation must
be weighed by benefits and risks
Daily ongoing assessments from the intelligence community are necessary for situational awareness. Clear,
accurate, and timely threat reporting is necessary from a wide range of disparate sources: Special Forces,
General Purpose Forces, Coalition Forces and Partners Nations.
Consider establishing a threat reporting system that can assist in the accurate identification and
prioritization of defensive measures and the optimal locations to field capabilities.
The electromagnetic environment matters. Need to address compatibility, interoperability, integration, and
authority to operate issues.
