Currently there is no good method for being able to determine what is going on underneath the cement and concrete on base other than to dig it up. I’m sure you’ve seen CE dig up one area to try to find the pipe burst just to be working for days to nail down the actual location. Another issue is sinkholes, or post natural disaster, ensuring the infrastructure is still intact below the surface and praying instead of being able to actually check underneath the surface.
