The U.S. Army Corps of Engineers, Walla Walla District, is a full-service civil works federal organization under the Department of Defense. Our civil works boundaries generally follow the Snake River Basin and include approximately 107,000 square miles in six states – Washington, Oregon, Idaho, Wyoming, and small parts of Nevada and Utah.
Walla Walla District operates five large multipurpose hydropower dams that benefits for navigation, recreation, and fish and wildlife. In addition, three flood damage reduction dams that also benefit in recreation and fish and wildlife.
USACE NWW District focus's on:
1) Hydropower- Walla Walla District is the second largest hydropower producer in the U.S. Army Corps of Engineers, providing a total rated capacity of 4,413 megawatts to the Federal Columbia River Power System. This is enough electricity to power about 1.5 million homes.
2) Fish Passage – The lower Snake River dams are equipped with adult fish ladders, removable spillway weir, and the juvenile bypass system which are the most advanced fish passage systems in the world. Fish survival through spillway weirs is about 95-100%
3) Navigation – The Snake and Columbia rivers help provide a navigable waterway of 465 miles inland from Astoria, Oregon, to Lewiston, Idaho. Each year, 9 million tons of cargo valued at 3 billion moves through this waterway.
4) Environmental stewardship – We manage hundreds of square miles as forest and wildlife habitat, monitoring water quality at our dams, and in some cases, conducting environmental restoration projects. A critical environmental responsibility of the district is improving fish passage at USACE dams to aid the recovery of endangered salmon and steelhead in the Columbia and Snake River basins.
5) Water Management – Hydraulic Engineers forecast, creating short-or long-term projections of the amount of water flowing to and from a reservoir, based on a wide range of calculations. Forecasting helps water managers operate projects correctly and accommodate the water flowing downstream, for example, whether to allow water to fill the reservoir in preparation for a drought season or prepare space in the reservoir to accommodate incoming high-water flows.
6) Recreation – Walla Walla District receives more than 8 million visitors annually to its lakes and recreation areas. The district manages more than 14,600 acres of recreation land.
7) Regulatory – Walla Walla District’s regulatory jurisdiction covers the entire state of Idaho. A USACE permit is required before beginning most construction activities in waterways and wetlands. We have three field offices in Idaho.
8) Flood Mitigation – Protecting lives and property from flooding is a key mission for the district. Dworshak Dam is a flood risk management and storage reservoir on the North Fork of the Clearwater River. The Walla Walla District operates two other flood control facilities, which include Lucky Peak Dam, near Boise, Idaho, and Mill Creek Dam (and its Bennington Lake). In addition, Levees on the Snake and Gros Ventre rivers in Jackson Hole, WY, protect developments in the river valleys.
9) Nation Emergency assistance – The Walla Walla Power team installed 74 FEMA generators at public facilities. In total, 9.2 MW of power generation capability were installed after the wake of hurricane Fiona in Puerto Rico.
