U.S. Army Brig. Gen. Andrew Collins, Deputy Adjutant General of the Maryland Army National Guard, explains the significance of the State Partnership Program during the 107th anniversary of Estonia’s independence in Tallinn, Estonia, Feb. 24, 2025. The Maryland National Guard’s State Partnership Program (SPP) maintains partnerships with two European countries—Estonia and Bosnia and Herzegovina. Participating in the parade showcased a united front among NATO allies and demonstrated interoperability, reinforcing deterrence through a combined display of allegiance.
