Small American flags flutter where people placed them, on the fence that surrounds the former Soldier Readiness Processing Center, where the Nov. 5, 2009, Fort Hood shootings took place. The center was fenced in and closed after the tragedy, and makeshift memorials to the 13 victims killed in the rampage have continuously adorned the fences and gates around the buildings ever since.
