U.S. Army Reserve Soldiers of Alpha Company, 425th Civil Affairs Battalion, based in Encino, Calif., brief their battalion commander, Ltc. Rich Johnson and the Mayor of Upland, Ray Musser in Upland, Calif., as part of their two-week long annual training. Soldiers put their civil affairs skills to practice in a scenario-based situation where a tsunami devastated the West Coast; their job was to work with local officials to assess their disaster response plan and capabilities to set up dislocated civilian camps.
