Iraqi security forces render a hand salute to the reviewing stand during the Transfer of Security Authority ceremony in Ramadi, Iraq, Sept. 1, 2008. The ceremony transfers security of the province to the Iraqi Civilian Authority and to the Iraqi security forces. The ceremony was held at the Provincial Government Center in the capital city of Ramadi. About 500 Anbaris attended the event that showcased the ISF on parade.
