Staff Sgt. James Fischer of Bellflower, Ill., a mechanic with Company B, 634th Brigade Support Battalion in Champaign, Ill., stands with Tom Panepinto, an Illinois Department of Transportation (IDOT) highway maintainer, in Fithian, Ill., Jan. 9.
