Arizona Territorial Chapter 7202 Association of the United States Army president, retired Army Col. Jeanne J. Blaes, Ph.D., presents Army National Guard recruiter Staff Sgt. Joseph McKinney, Arizona Recruiting and Retention, with an award for being selected Arizona Recruiting Noncommissioned Officer of the year during a luncheon Feb. 9 at the McCormick Ranch Golf Club in Scottsdale, Ariz.
