Kitchens, a native of Jacksonville, Fla., the Deputy Commandant and Chief of Staff of Naval District Washington (NDW) since June 2012, retired in a ceremony at Joint Base Anacostia-Bolling (JBAB) on March 7, 2014, surrounded by members of the Navy's Ceremonial Guard and Navy Band; military and civilian members and well-wishers. Kitchens' selection of JBAB to host his retirement ceremony was noteworthy, as he served as the first Commander of Joint Base Pearl Harbor-Hickam, leading the base to earning the 2011 Commander-In-Chief's Award for Installation Excellence as the Navy's top base. JBAB commander, Navy Capt. Anthony T. Calandra, will assume the role as Deputy Commandant and Chief of Staff of NDW, following his change of command ceremony on March 20, 2014 on the Air Force Ceremonial Lawn at JBAB. Calandra will be relieved by Navy Capt. Frank Mays as JBAB's commander. Kitchens joined the Navy in 1983 and has served in various duty assignments in submarines, afloat and ashore.
