“Black liquor” - a waste byproduct created during the pulping process - is transferred from an unstable holding tank and into a tanker truck March 28, 2014, during a long-term joint-agency cleanup of an abandoned pulp mill in Samoa, Calif., by the Coast Guard’s Pacific Strike Team, based in Novato, and the U.S. Environmental Protection Agency. The product will be safely transported during daylight hours only to another mill to the north where it can be properly processed. (Coast Guard photo by Petty Officer 1st Class Thomas McKenzie)
