“Black liquor” - a waste byproduct created during the pulping process - is transferred from an unstable holding tank and into a tanker truck March 28, 2014, during a long-term joint-agency cleanup of an abandoned pulp mill in Samoa, Calif., by the Coast Guard’s Pacific Strike Team, based in Novato, and the U.S. Environmental Protection Agency.
