Vice Adm. Melvin G. Williams, Jr., commander, Second Fleet (right), presents Rear Adm. Frank Pandolfe (left) with the Legion of Merit award for his time served as commander, Carrier Strike Group Two. The awards presentation took place on board the flight deck of USS Monterey (CG 61) during the Carrier Strike Group Two change of command ceremony July 10.
