Subhi Mashhadani, a representative from the Baghdad mayor's office, cuts a ribbon to mark the grand opening of the Abu Ghraib Governance Center, Nov. 22. The center represents an important step forward for a community long beleaguered by a reputation of unrest and is a physical reminder that the various levels of community and political leadership are willing to work together to better the community and improve the lives of the people of Abu Ghraib.
