    New Jersey Army National Guard Soldier Spc. The troops, who now belong to the Federal Emergency Management Agency Region II Homeland Response Force (HRF), were training to secure the perimeter so HRF medical and decontamination teams could perform their missions. The New Jersey National Guard Soldiers and Airmen belong to the Casualty and Security Element (CASE) of the HRF. The CASE and other elements passed the evaluation and have assumed the Region II HRF mission. Da Silva, of Kearny, N.J., and most of the other CASE troops belong to the New Jersey Army National Guard's 2nd Battalion, 113th Infantry.
