Retired Vice. Adm. John Nyquist, a representative of the San Diego chapter of the Surface Navy Association, talks briefly to the graduating Surface Warfare Officer Introduction Course at a ceremony held in the Medal of Honor Courtyard at Naval Surface Forces headquarters.
