During the ground-breaking ceremony for a new water treatment facility for the Joint Base Lewis-McChord, Wash., community, Col. H. Charles Hodges, commander, JBLM Headquarters, speaks to an audience May 16. The new $91 million water treatment plant will improve water quality, substantially reduce nitrogen discharges into Puget Sound and reduce the on-base potable water consumption by 2 percent per year.
