Dr. Raul Fernandez-Calienes, a member of the United States Coast Guard Auxiliary and Branch Chief in the International Directorate, polls an audience of partner nations during a human rights awareness training at the beginning of Tradewinds 2014, here June 1. The training is mandated for all service members before participating in any exercise within the U.S. Southern Command (SOUTHCOM) area of responsibility. Tradewinds is a joint, combined exercise conducted in conjunction with partner nations to enhance the collective abilities of defense forces and constabularies to counter transnational organized crime and to conduct humanitarian/disaster relief operations.
