Maj. David Raugh, a native of Altoona, Pa., prepares to cut the ribbon with Mahmoud Jablowi, Tuwaitha Sons of Iraq leader and Nahia Council member, sheik Qays. The ceremony officially opened the Tuwaitha power lines in Jisr Diyala. Raugh is the executive officer for Task Force 1st Battalion, 35th Armored Regiment, 2nd Brigade Combat Team, 1st Armored Division and Multi-National Division – Baghdad.
