    TUWAITHA, Iraq – The citizens of Tuwaitha and Multi-National Division – Baghdad Soldiers celebrated the connection of the Tuwaitha power lines to the Qasab power station Dec. 28 east of Baghdad.

    Maj. David Raugh, a native of Altoona, Pa., and the executive officer of Task Force 1st Battalion, 35th Armored Regiment, 2nd Brigade Combat Team, 1st Armored Division, attended the ceremony marking the completion of the coalition-funded project.

    Prominent Iraqi citizens attending the event were Fadhil Motlek of Jisr Diyala, the Nahia Council vice chair and Mahmoud Jablowi, the Tuwaitha Sons of Iraq leader.

    The emplacement of the power lines was a project initiated by coalition forces with the purpose of sustaining basic services for the local populace, thus gradually improving the quality of life.

    "The completion of the Tuwaitha power lines project will provide better service to the Tuwaitha area," said Raugh.

    Though coalition forces began this project, it was accomplished by local contactors with oversight from local leaders and their allies.

    Using local contractors grows the local economy and increases employment.

    "Thanks to the coalition forces for the project. The people of Tuwaitha are very grateful because now they have good power, while before, they had none or very bad power," said Jablowi, who represents Jisr Diyala in the Nahia Council.

    By repairing basic services, and putting the Iraqi local leaders forward in the process, programs such as this build confidence in Iraqi citizens that their elected officials have the ability to sustain and develop public works programs.

    These programs highlight the transition from completely funded and constructed projects done by Iraq's allies to local leaders and citizens bearing the burden of caring for themselves and their future, said Raugh.
