Vice Adm. Peter Neffenger, vice commandant of the Coast Guard, calls junior enlisted Coast Guardsmen to wish them a happy Coast Guard Day from his office at Coast Guard Headquarters in Washington, D.C., Aug. 4, 2014, on the service's 224th birthday.
