Col. Donald Nalls, Assistant Commander for Strategic Initiatives, 108th Training Command (IET), speaks about strategic planning at the 2014 Army Communities of Excellence awards. Nalls along with Brig. Gen. A. Ray Royalty, deputy commanding general, 108th Training Command (IET), was there on behalf of the 108th TC to accept the first-place award for the Army Reserve in this year's ACOE awards. Five Army Reserve commands and 41 Army National Guard commands participated in this year’s competition.
